The ladder
Data collection and mapping, shadow-mode evaluation, supervised autonomous driving, employee or invite-only rides, limited public service in a defined domain, then domain expansion.
Each rung adds exposure while keeping the population of affected riders controlled.
Applying it to Tokyo
Most Tokyo programmes are between supervised autonomous driving and early rider phases. Public, unsupervised, city-wide service is several rungs away, and honest operators say so.
That is why any project claiming a live Tokyo robotaxi consumer service today should be treated sceptically — including ours, which is explicitly pre-launch.
