Japan's Mobility Regulation Timeline: A 2024–2028 Roadmap

Japan's autonomous mobility regulation is uncommonly legible. Where US and EU frameworks require reading between the lines, METI and MLIT publish explicit numeric targets and update them on a predictable cadence.

The published milestones

By 2025, Level 4 services in more than 50 rural zones. By 2027, expanded Level 4 zones across all 23 Tokyo wards. By 2030, more than 100 municipalities operating unattended autonomous services. These are ministry targets, not analyst guesses.

What operators should plan against

The permitting pathway is now standardized. The bottleneck is no longer approval — it is the operational depth to actually run a fleet safely at scale, and the commercial layer to monetize it.
