The build-versus-buy maths changed
Foundation-model approaches concentrate cost in training infrastructure and data pipelines rather than per-city engineering. Few manufacturers want to fund that independently for a decade while competitors license a working stack today.
Partnering also de-risks the timeline, which matters when driver shortages are already constraining domestic transport capacity.
What stays in-house
Vehicles, service networks, and — critically — customer relationships. Manufacturers who license the driver will compete on the vehicle experience and on distribution.
