Nuro sells an AI driver and toolkit to automakers and mobility providers rather than operating its own consumer fleet. Here is why that structure matters for Tokyo.
Nuro was founded in 2016 and now describes itself as a physical AI company building a universal autonomy platform spanning vehicle types, applications and roads. The commercial products are the Nuro Driver — the AI-first self-driving system — and the Nuro Toolkit, a customisable SDK.
The customer is not the rider. It is the automaker, the logistics provider, or the mobility network that wants autonomy without building a stack from scratch.
Vehicle-agnostic by design
Nuro's own materials emphasise that the platform is vehicle-agnostic and cost-efficient, with a path to commercial scale across robotaxis, commercial fleets and personal vehicles. That is a deliberately different shape from a vertically integrated operator that designs, owns and dispatches its own cars.
Licensing spreads the stack across more vehicles faster, but it also means the brand a rider interacts with is usually somebody else's.
What licensing leaves open
In a licensing world, the autonomy layer becomes infrastructure — important, invisible, and abstracted away from the passenger. The layers that stay visible are the app, the booking flow, the payment, the language, and the experience inside the cabin.
That is precisely the gap an independent consumer layer is designed to fill in a city with multiple licensed stacks operating side by side.
