What robotaxi.tokyo Watches in Pilots Like TIER IV's
Our framework for reading Tokyo robotaxi pilots: ODD scope, service-loop completeness, stakeholder depth, and rider data.
Every Tokyo robotaxi pilot announcement gets the same four-question treatment from us. TIER IV's completed Odaiba and Nishi-Shinjuku trials score well on all four — which is why we consider them among the most consequential Japanese pilots to date.
Question one: ODD scope. Two contrasting districts — waterfront and dense subcenter — is genuine breadth for a single pilot program.
The other three questions
Question two: service-loop completeness. App-based hailing in Nishi-Shinjuku means the full commercial loop was tested, not just driving. Question three: stakeholder depth. METI backing plus the Shinjuku Subcenter committee partnership shows institutional roots. Question four: rider data. Odaiba's post-ride surveys mean the service layer was instrumented, not assumed.
Pilots that pass all four questions tend to convert to services. We'll keep watching TIER IV's next ODD expansions.
