TIER IV's Tokyo Robotaxi Pilot: What Actually Happened
A breakdown of TIER IV's late-2024 robotaxi pilot tests in Odaiba and Nishi-Shinjuku — 976 km, 500 scenarios, and what it signals for commercialization.
Self Drive News reports that TIER IV, the Japanese autonomous driving company behind the open-source Autoware platform, completed robotaxi pilot tests in Tokyo in late 2024, with results announced in February 2025. The trials ran in two districts — Odaiba in November 2024 and Nishi-Shinjuku in December 2024 — and were supported by Japan's Ministry of Economy, Trade and Industry (METI).
The numbers matter: a combined 976 km driven across hundreds of rides, and roughly 500 unique traffic scenarios handled, including intersection turns and obstacle avoidance. This was not a closed-course demo — it was public-road operation in two of Tokyo's most demanding environments.
Why two districts, two designs
Odaiba focused on user experience: passengers set destinations by voice command near Tokyo Teleport Station, with trips averaging 3 km and post-ride surveys feeding service refinement. Nishi-Shinjuku tested something harder — a dense urban hub with heavy pedestrian and vehicle traffic, where riders booked through a ride-hailing app.
Splitting the pilot this way let TIER IV evaluate both the human interface and the driving stack under genuinely different operational design domains (ODDs).
Where robotaxi.tokyo fits
Pilots like this are how the supply side of Tokyo's robotaxi market gets built. The consumer-facing layer — where riders discover, book and pay across operators — is still unclaimed. robotaxi.tokyo is an early-stage project and strategic domain asset for exactly that layer; nothing is live yet.
